“We’ve identified two victims as of this moment. One of the victims was offered a free tattoo in exchange to model the artwork,” Montgomery County Assistant Police Chief Nicholas Augustine.

Valdivia allegedly ran a tattoo shop in Gaithersburg and used Instagram to promote both the business and a bogus modeling agency. He also leased space for DC Fine Line Tattoos near a hotel where more assaults are alleged to have taken place. The elaborate nature of this deception has raised serious concerns about power abuse and the exploitation of public trust in law enforcement.

FBI’s Response and Ongoing Investigation

The FBI has taken swift action in response to the allegations against Valdivia. The agency has suspended him pending the completion of the investigation and is fully cooperating with the Montgomery County Police Department.
